Eight senior staff members from the Ministry of Public Administration and Political Affairs (MoPAPA) attended a two-week training program at the Kenya School of Government (KSG) in Nairobi, Kenya.
The training covers two key thematic areas: 1. Public Policy Formulation and Implementation
- Transformative Leadership in the Public Service Landscape
This important capacity-building initiative is being implemented under the (MAPE) Project, funded by the European Union, aimed at strengthening institutional and human resource capacity within the Ministry.
It forms part of ongoing efforts to enhance the Ministry’s ability to coordinate and supervise public sector reforms and to effectively implement the Strategic Roadmap for Revamping the Public Service Architecture a flagship priority under Pillar 5 of the Government’s Medium-Term National Development Plan (MTNDP).

- Salamatu Martha Kamara – Acting Director, Policy, Planning, Research and M&E
- Mohamed S. T. Kamara – Acting Director, Policy, Planning, Research and M&E
- Augustine Gulama – Assistant Director, Governance & Complaints
- Sahuna Bangura – Senior Governance and Complaints Officer
- Abdulai Kargbo – Senior Political and Public Affairs Officer
- Dauda Solomon Conteh – Head, Internal Audit
Recommendations: Recommendations were made to the Government of Sierra Leone, the Europeans Union, the Kenya School of Government, the Civil Service Train9ng College and the Ministry of Public Administration and Political Affairs.
This recommendation in this document presents a collaborative initiative aimed at strengthening leadership and managerial capacity within Sierra Leone’s public service. It seeks to draw on the expertise of KSG and the support of the EU–MAPE Project to develop and implement tailored training programs through CSTC for sustainable institutional growth. The undermentioned are the recommendations;
- To the Government of Sierra Leone:
- Institutionalize continuous professional development for public servants.
iii.       Integrate policy analysis and leadership training into all ministries.
- Strengthen MoPAPA’s coordination role in national reform implementation.
- To the European Union (MAPE Project)
- Continue supporting institutional strengthening and capacity building for MoPAPA and other key public sector institutions in the reform process.
- Facilitate exchange programmes between Sierra Leone and regional institutions like KSG.
iii.       Support the establishment of a Policy and Leadership Development Centre under CSTC.
iii.       To the Kenya School of Government (KSG):
- Strengthening collaboration with MoPAPA through joint research and training.
- Develop tailor-made modules for Sierra Leone’s in the reform of the Civil Service Training College (CSTC) into a Public Service Academy.
iii.       Offer online or blended learning options for continued professional development.
- To the Civil Service Training College (CSTC): Develop and implement curricula for both courses, modelled after KSG-related programs, and tailored to the Sierra Leonean context to enhance managerial leadership capacity and effectiveness in the execution of duties. Undermentioned are the curriculum developed for the two courses.

A Six-Month Action Plan for Implementation of Training Knowledge
Courses: 1.     Public Policy Formulation and Analysis 2.     Transformative Leadership
Duration: December 2025 – May 2026
The overall goal is to apply the knowledge and skills gained from the Public Policy Formulation & Analysis and Transformative Leadership courses to enhance evidence-based decision-making, improve policy outcomes, and strengthen leadership capacity for transforming the Sierra Leone Public Service.
The short courses at KSG have significantly enhanced the knowledge, skills, and perspectives of MoPAPA staff. Exposure to the best regional practices and leadership experiences will contribute immensely to revamping Sierra Leone’s public service architecture. The Ministry remains grateful to the European Union for its continued support through the MAPE Project and to the Kenya School of Government for its professionalism and academic excellence.
