ECOWAS Chair Condemns Coup in Guinea-Bissau

The Chair of the ECOWAS Authority of Heads of State and Government has expressed deep concern over the unfolding crisis in the Republic of Guinea-Bissau, following the presidential and legislative elections held on 23 November 2025. The Chair commended the people of Guinea-Bissau for peacefully exercising their democratic rights in accordance with the country’s constitutional timetable.

In a firm statement, the Chair unequivocally condemned the coup d’état carried out by elements of the armed forces, describing it as an unlawful act that has abruptly derailed the electoral process at a decisive moment. According to ECOWAS, this unconstitutional seizure of power constitutes a grave violation of Guinea-Bissau’s constitutional order and poses a direct threat to national and regional stability.

Reaffirming the organisation’s strict zero-tolerance policy for unconstitutional changes of government, as outlined in the ECOWAS Protocol on Democracy and Good Governance, the Chair warned that ECOWAS is prepared to take all necessary measures to ensure the swift restoration of legitimate governance.

The statement also expressed serious concern over the reported arrests of President Umaro Sissoco Embaló, senior government officials, and electoral staff. The Chair demanded their immediate and unconditional release and insisted on full guarantees for their safety and physical integrity. ECOWAS stressed that the electoral process must resume and be concluded without coercion, interference, or obstruction.

The Chair further reminded the coup leaders that they bear full individual and collective responsibility for the safety of all detainees, as well as for ensuring the protection of civilians, residents, and foreign nationals, including diplomatic and international personnel.

Calling for calm across the country, the Chair urged political actors, civil society, and the wider population to exercise maximum restraint and avoid actions that could escalate tensions or undermine national stability. ECOWAS reiterated its commitment to supporting all stakeholders in safeguarding peace and preserving democratic governance.

The regional bloc will continue to monitor the situation closely and reaffirmed its unwavering commitment to defending the democratic aspirations and legitimate interests of the people of Guinea-Bissau
