Musa Kamara, Communications Officer of the Ministry of Public Administration and Political Affairs (MoPAPA) has returned to Freetown – Sierra Leone from 2 weeks capacity training on Skill Development, Entrepreneurship and Innovation.
This capacity building programme was actualized following a Memorandum of Understanding (MoU) signed by Mr. Amara Kallon – Hon. Minister of Public Administration and Political Affairs and the High Commissioner of India – H.E Baisnab Charan Pradhan. The landmark signing has so far benefited a cross-section of officials of the Ministry.
The capacity training programme commenced from the 19th November – 2nd December 2025 organized by the National Institute of Labour Economics Research and Development (NILERD) in Delhi, under the auspices of the India Technical and Economic Cooperation (ITEC) Programme, Ministry of External Affairs, Government of India.
The capacity building sessions cover strategic areas that include:
- Leadership and Communication Skills
- Digital Innovation
- Sustainable Innovation
- Innovation and Intellectual Property Right (IPR)
- Role of AI in Skill Development
- Linking Education and Skill Development
In a brief statement, Musa Kamara informed that the capacity training has been a dream comes true considering, the significance of the sessions which does not only enhance personal growth but put premium on 21st century skill development in line with present-day innovation.
Upon further deliberation, he disclosed that the ITEC Programme is one of India’s integral scholarship programne that targets nations in Africa, Asia, and Europe; providing 200+ capacity building courses for government officials – on some of the following:
- Media Communications
- Entrepreneurship
- Education
- Agriculture
- Banking and Finance
- Engineering and Technology
- Information Technology
- Health
- Environmental Management
- Administration
