Political Affairs Ministry Signs Contract for Digital HR Hub Development

The Government of Sierra Leone (GoSL) through the Ministry of Public Administration and Political Affairs (MoPAPA) has on Friday 11th April 2025 officially signed a contract with HUMNCE.LLC (a local digital technology company) for the development of a digitalized Human Resource (HR) Hub – which is not only a novelty but a milestone achievement on the transformation of the public service architecture of Sierra Leone.

The signing ceremony was done at the Office of the Hon. Minister – Amara Kallon, on 9th Floor, Youyi Building, Brookfields, Freetown – in the presence of the Minister of Communications, Technology and Innovation (MCTI), the media and other senior officials of Government.

The Hon. Minister in his statements, underscored the need for a digital HR Hub whilst, historically recounting challenges that have negatively impacted the public service, some of which include; colonization, a prolonged rebel war, military coups, democratic elections and natural disasters.

Hon. Minister Kallon informed that Agenda 2063 of the African Union (AU) – placed premium on the digitalization of the public service, with many other member states having gone through such a digital revolution.

He furthered by stating that the digital HR Hub is a novelty for the public service administration of Sierra Leone, noting also that, His Excellency (HE) President Julius Maada Bio gives topnotch consideration on the use of digital technology, thereby, saving resources for other meaningful developments.

Minister Amara Kallon enlightened that with the digital HR system, performance tracking of workers could be swiftly and professionally undertaken, thus, bringing to end, an era of HR manual appraisal system, promotion and transfer – subjected to human mistakes and errors.

The Minister avowed that MoPAPA happened to be the end-user or administrative bridge for the digital HR Hub project, whereas, MCTI is charged with the technical implementation of the project, with funds made available to HUMNCE.LLC by the Ministry of Finance – for the establishment of a digital HR platform.

Minister Amara Kallon further explained that the digital platform changes the narrative on the operation of the public service – as there is need for the digitalization of delivery systems and processes, citing; obtaining passport, national identity card, driver’s license, etc., with applications done online, and at one’s comfort zone.

Upon further deliberation, the Hon. Minister mentioned that, before rolling out the pilot phase of the digital HR Hub, HUMNCE.LLC will also sign contract (technical agreement) with MCTI – the contract is expected to clearly inform on what is to be on the digital HR Hub system, and then rolled out – targeting one ministry after the other, with the following in place:  Recruitment,  Individual Performance Appraisal System (IPAS), Promotion , Transfer, etc.

Alex K. Harding, who is the Chief Executive Officer for HUMNCE.LLC, expressed optimism over the digital HR platform, stating that the digital platform would be of success, with the tendency to attract the private sector, and that the nation as a whole would be a case study for other countries committed on digital revolution.
