SL Prepares for Public Service Academy After Kenya Study Tour

A high-level delegation from Sierra Leone conducted a strategic study tour at the Kenya School of Government (KSG) aimed at gathering insights to guide the transformation of the Civil Service Training College (CSTC) into a modern Public Service Academy. The visit, facilitated by the Multi Annual Programme Estimate (MAPE) funded by European Union (EU) under bilateral cooperation and public sector reform initiatives, focused on exploring proven strategies used by KSG to establish itself as a premier institution for governance excellence in Africa.

The study mission, which featured senior officials from the Ministry of Public Administration and Political Affairs that engaged extensively with KSG leadership, faculty, and experts in public service training and development.

Discussions centered on institutional governance, curriculum innovation, digital transformation, and sustainability models applicable to Sierra Leone’s Civil Service reform agenda.

  1. Governance Structure & Transformation Journey

KSG officials shared that its evolution into a School of Excellence was guided by strong legal and policy frameworks, including the Kenya School of Government Act, Public Service Commission Act, and National Training Guidelines. The transformation was driven by institutional restructuring, leadership reforms, policy coherence, and strategic alignment with national development goals. This enabled the institution to operate as both a training body and a policy advisory institution for government.

KSG emphasized an adaptive curriculum model that aligns with national development frameworks such as Vision 2030, Kenya’s Medium-Term Plans, devolution reforms, and public sector modernization. KSG demonstrated how it leverages digital platforms such as eLMS, virtual classrooms, MOOC-style courses, and digital transformation labs to expand access to public servants across Kenya’s 47 counties. The school is positioned as a leader in digital governance training, cyber policy education, and e-learning innovation.

KSG has benefited immensely from collaborations with organizations such as the World Bank, UNDP, AAPAM, academia, the Open Governance Network, and the African Capacity Building Foundation. These partnerships enhance knowledge exchange, faculty exchange, and global benchmarking.

Sierra Leone’s delegation identified the following key lessons to replicate:

✔ Adopt a sustainable funding model including government and donor support

✔ Recruit a mix of academic faculty, policy experts, and practitioners

Looking Ahead: Sierra Leone’s Civil Service Transformation

Following the visit, Sierra Leone is expected to draft a blueprint for transforming CSTC into a modern Public Service Academy with the support of regional and international partners. The Academy will serve as a hub for leadership training, public administration, digital governance, ethics, and performance management strengthening the foundation for public sector excellence in Sierra Leone.

The transformation initiative is expected to boost national capacity-building efforts, support civil service modernization, and improve governance outcomes across all sectors.
