MoPAPA Engages key Agencies on 2026 Deliverables

On its maiden meeting for 2026, the Ministry of Public Administration and Political Affairs (MoPAPA) chaired by the Honourable Minister – Mr. Amara Kallon, explicitly enlightened on key deliverables for 2026 in line with the Big 5 priority pillars of the Medium-Term National Development (MTNDP) – with a keen focus on strategic roadmap in the reform of the public service architecture, and further called on all concerned authorities to work in tight collaboration in ensuring the key deliverables remain achievable.

Amongst the participants at the meeting were the Director General – Human Resource Management Office (HRMO); Director – Public Sector Reform Unit (PSRU); the Principal – Civil Service Training College (CSTC) and representatives from the Wages and Compensation Commission (WCC); HUMNCE SL; and the Ministry of Communication Technology and Innovation (MoCTI).

Minister Kallon in his remarks outlined the key deliverables, some of which were: Workforce/ Employee Headcount; the Government of Sierra Leone (GoSL) HR Hub; the transitional plan of CSTC to the Public Service Academy (PSA); Ministerial Code of Conduct; and to make realistic the proposed Public Service Bill – which in a nutshell addresses issues related to civil/public servants with some of the following in place:

– Addressing capacity gap within the civil/public service

– Capacity building plan

– Re-skilling and up-skilling of civil service personnel

– Comprehensive and accountable management of data that has to do with government resources

Whilst presenting on Workforce/Employee Headcount, Mr. Momoh Conteh – Director Public Administration, extensively informed amongst other areas the need for the establishment of a verified and disaggregated public service employee database; verification and validation of employee records using the GoSL HR Hub; generation of disaggregated HR data for planning and decision making; and identification of workforce gaps, redundancies and skills mismatch.

Director Conteh further throws light on the expected outcomes and deliverables – some of which were; to have a verified and up to date public service database on GoSL HR Hub, disaggregated HR database for policy and planning, recommendation for workforce rationalization and capacity development.
